NDRF TO CONDUCT “SHANGHAI COOPERATION ORGANIZATION JOINT EXERCISE ON URBAN EARTHQUAKE SEARCH & RESCUE IN FEBRUARY-2019 IN NEW DELHI

[On the initiatives of Government of India the “Shanghai Cooperation Organization Joint Exercise on Urban Earthquake Search & Rescue (SCOJt.Ex-2019) for the region is scheduled w.e.f 21-24 February, 2019 in New Delhi. The exercise will be based on INSARAG guideline. The National Disaster Response Force (NDRF) has been entrusted the responsibility of organizing the exercise by Government of India.
The exercise will provide an opportunity to practice and strengthen the national and international response, coordination protocols and methodologies, in a major earthquake scenario requiring international assistance. In addition, role & responsibilities of various response agencies, coordination and humanitarian system in case of multi-agency response shall also be discussed. The exercise will also provide a unique opportunity to share the best practices and test the member countries preparedness and resilience to address the various challenges like strengthening the effective utilization of the search and rescue teams for emergency response, coordination and information sharing. The representatives of all member countries will be participating in the exercise.
In the 9th meeting of the Heads of Departments of disaster prevention of SCO countries of Shanghai Cooperation Organization (SCO) member states, held at Kyrgyzstan w.e.f 23-25 August, 2017, India offered to host a joint exercise on urban earthquake search and rescue with SCO nations in 2019 which was accepted unanimously by all the members of the SCO.
To marks the first phase of the main exercise, a two-day long preparatory meeting of the “Shanghai Cooperation Organization Joint Exercise on Urban Earthquake Search & Rescue- 2019 was held at Delhi on 01 & 02 November, 2018. Representatives from all eight member countries namely the Republic of India, Republic of Kazakhstan, the People’s Republic of China, the Kyrgyz Republic, the Islamic Republic of Pakistan, the Russian Federation, the Republic of Tajikistan and the Republic of Uzbekistan attended the meeting. During the meeting, types of events, modalities, venues, protocol and requirements were worked out for smooth conduct of main exercise.
As the SCO region is exposed to multi-hazards like earthquakes, floods, storms, landslides, epidemics etc and these hazards are continues to rise in future too. It is imperative to initiate the new ideas on regional cooperation for making the infrastructure disaster- resilient This type of exercise among the SCO member countries will give added impetus to the international efforts.
India has always been at the forefront of the Disaster Risk Reduction (DRR) efforts by hosting the South Asian Annual Disaster Management Exercise (SAADMEx)-2015, Asian Ministerial Conference for Disaster Risk Reduction (AMCDRR)-2016 and Bay of Bengal Initiatives for Multi-Sectoral, Technical and Economic Corporation (BIMSTEC)-2016.
